
KEK Sanur is usually reduced to one building, Bali International Hospital, but the hospital occupies only part of the 41.26-hectare masterplan. Designated a special economic zone for health under Government Regulation No. 41 of 2022 and developed by PT Hotel Indonesia Natour within InJourney, the zone also holds the renovated Bali Beach Convention Center, the five-star Meru Sanur hotel, an ethnomedicinal botanical garden reported to be Indonesia’s largest, and a commercial and wellness precinct. For investors without hospital-scale capital, these non-clinical components are where the realistic openings sit.
Conferences need production, transport, interpretation and partner programmes. Wellness guests need practitioners, studios, retail and retreats. The garden creates education, herbal-product and guided-experience niches. None require a clinic’s capital, and many can operate outside the zone boundary while selling into its visitor traffic.
The masterplan beyond the hospital
- Bali Beach Convention Center: the renovated complex on the former Grand Inna Bali Beach grounds, reported to accommodate several thousand delegates, positioning Sanur as a MICE destination distinct from Nusa Dua.
- The Meru Sanur: the flagship hotel, reopened after a full renovation of the historic property, giving the zone in-house five-star room inventory.
- Ethnomedicinal botanical garden: reported to hold several hundred medicinal plant species used in the Balinese usada tradition, planned as a public attraction and reference collection.
- Commercial and wellness precinct: retail, F&B and wellness facilities for patients, companions, delegates and the public, including space for local businesses.
Officials have cited two million Indonesians travelling abroad for treatment yearly, with outbound health spending near US$11.5 billion. The hospital targets the clinical share of that outflow; the convention centre, hotel and wellness facilities target what surrounds it.
MICE: why medical conferences are the underpriced angle
Most Bali convention capacity sits in Nusa Dua. KEK Sanur adds a venue adjacent to a hospital in clinical collaboration with Mayo Clinic, suiting events general resorts serve poorly: medical congresses, hospital-industry exhibitions, device launches and continuing-education programmes wanting site visits.
Medical MICE differs from leisure events: bookings run 12-36 months out, budgets are institutional, and delegates extend stays with spouses at high spend, meaning predictable pipelines and clients who pay for reliability over the lowest quote.
Service niches around the convention calendar
- Event production and management: staging, AV, registration, exhibition build-outs, routinely subcontracted by congress organisers.
- Interpretation and medical translation: English-Indonesian pairs plus Japanese, Korean or Mandarin for regional delegations.
- Delegate transport: premium airport transfers and shuttles between the zone, airport and partner hotels.

The ethnomedicinal botanical garden
The garden is the least discussed component and possibly the most interesting for small investors. A curated medicinal-plant collection inside a health-branded SEZ anchors businesses that would struggle elsewhere: guided usada and jamu experiences, herbal product lines with a credible provenance story, and school programmes. The garden is developer-operated, so entry comes via concession, licensing or adjacency: a shopfront feeding off its visitor flow rather than a stake in the asset.
Wellness facilities and longevity programming
The zone’s positioning is health in the broad sense, leaving room for services between hospital and hotel: physiotherapy for post-procedure patients, longevity screening bundled with hotel stays, movement studios, and multi-day retreats on Sanur’s beachfront. Operators typically partner rather than build, leasing space in the precinct or the surrounding neighbourhood, which has decades of small-hotel and wellness infrastructure.
Entry routes and indicative capital
Most foreign investors enter through a PT PMA (foreign-owned company). The commonly applied threshold is an investment plan above IDR 10 billion (roughly US$620,000) per business line and location, excluding land; structuring is a matter for licensed advisors. Zone-based businesses may access KEK fiscal facilities such as tax holidays and import/VAT facilities; those outside trade incentives for lower rents and simpler compliance. Terms should be verified before committing capital.
